Council Meeting Highlights for November 19, 2018
COMMITTEE OF THE WHOLE
- Council heard from Executive Director, Kelley Glazer of Destination Osoyoos. She presented Council with the 2019 Plan and Budget.
- The Osoyoos Elementary School WE Day group made a presentation to the Council requesting support for the expenses of the WE Day trip and the use of the Town Bus on November 21st and 22nd. Mr. Bayliss, teacher from Osoyoos Elementary School stated that this is the seventh year that they have sent a group of students to WE Day.
- Michael A. von Hausen, President of MVH Urban Planning & Design Inc. presented Council with the Town Centre Renewal Plan.
REGULAR OPEN MEETING
- Loan Authorization Bylaw No. 1347, 2018 was read three times. This Bylaw is to allow the Town of Osoyoos to borrow funds to secure financing for the Main Lift Station Reconstruction project. The Sewer Main Lift Station reconstruction is a significant project with a projected cost of $5,989,000 with $3,500,000 coming through borrowing and the remainder from reserves and operating funds. Council will seek elector assent through the Alternative Approval Process (AAP) for the Loan Authorization Bylaw No. 1347, 2018.
- Official Community Plan Amendment Bylaw No. 1230.21, 2018 was read for a first and second time and the Zoning Amendment Bylaw No. 1085.108, 2018 was read for a first and second time. The applicant for 9110 and 9120 Main Street is proposing to develop these parcels with a 47 unit Townhome development. The current zoning is High Density Residential (HR) and Comprehensive Development (CD). If approved the zoning would see both properties returned to High Density Residential (HR). A public hearing is scheduled for December 17th at 4:00 pm in the Council Chambers.
- Zoning Amendment Bylaw No. 1085.110, 2018 was read for a first and second time. This would allow for a site specific retail cannabis store located at 8304 72nd Avenue. A public hearing is scheduled for December 3rd, 2018 at 4:00 pm in the Council Chambers.
- Good Neighbour Amendment Bylaw No. 1277.01, 2018 was read a third time as amended. This Bylaw is being re-read for a third time to incorporate the proposed Ministry of Transportation and Infrastructure (MOTI) changes, prior to final approval. The Ministry of Transportation has an existing program of weed control along their roadways and that they would like the proposed bylaw amendment not to apply to Highways 3 and 97 within municipal boundaries.
- Council accepts the Town Centre Renewal Plan report as information for future planning programs. The Town Centre Renewal Plan is intended to guide decisions by the Town of Osoyoos, private business, non-profit organizations and the community for twenty years. It provides a practical framework to move forward and solidify the Town Centre’s role as the heart of the Town and the Region.
- Council directed staff to complete the funding application for Victim Services Program for the 2019 – 2020 fiscal year. The Town has administered the Victim Services Program on behalf of the Province for many years. The funding for the program is set by and provided by the Province.
- Council supported the Community Emergency Preparedness Fund application for Evacuation Route Planning in the amount of $25,000. The Community Emergency Preparedness Fund (CEPF) is intended to enhance the resiliency of local governments and their residents in responding to emergencies.
- Council awarded the contract of the 2018 Elevator Lift for Desert Park Grandstands project to Kirkwood Elevators Ltd., for $35,930 plus taxes.
- Council authorized the Mayor and the Corporate Officer to sign the lease between the Town of Osoyoos and Bob Grant for the lease of 5822-51st Street. This address houses a portion of the fire protection equipment for the Osoyoos Fire Department on the other side of Town.
- Council awarded the contract for the purchase of Two Submersible Chopper Pumps for the Golf Course Lift Station to Waste’n Water Tech Ltd. for $56,000. (taxes not included).
- Council authorized that the Statement of Work agreement be signed for curbside and depot collection of packaging and printed paper material with Recycle BC.
- Council approved giving the Osoyoos Elementary School WE Day group $1,500 for their trip and approved the use of the bus with appropriate insurance in place.
- Councillor King attended the Downtown Revitalization Open House.
- Councillor King attended the Remembrance Day celebration. Thanked the Legion for their hard work and acknowledged the veterans.
- Councillor King attended the Desert Valley Hospice fundraiser.
- Councillor Bennett will be attending the School District meeting and the Destination Osoyoos meeting later this week.
- Councillor Rhodes attended the RDOS meeting for orientation.
- Mayor McKortoff thanked Richard McGuire for all his hard work throughout the years covering the events in the community.
- Mayor McKortoff attended the TOTA meetings held at Spirit Ridge.
- Mayor McKortoff encouraged everyone to attend the 30th Annual Christmas Light Up events being held on Friday November 30th and Saturday, December 1st.
- Mayor McKortoff encouraged everyone to attend the SOAP play- It’s a Wonderful Life being held at the Elks Hall on November 30th and December 1st

The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
