Delegations

  • Dave Sabyan and Blair Ogilvy made a presentation to Council about Wine Country Racing Association (WCRA) and shared a video which was developed to showcase their activities at the Osoyoos airport. Currently under a year to year lease, the WCRA is interested in securing a 10 year lease agreement in order to proceed with funding proposed improvements, including race car parking efficiencies and to spectator parking and viewing.

 
REGULAR OPEN MEETING
 
Correspondence

  • Council declared the service level for the Town of Osoyoos Fire Department to be Exterior Operations working towards Interior Operations (as defined in the Structure Firefighters Competency and Training Playbook). Council also authorized the Fire Chief to advise the Office of the Fire Commissioner of this declaration and a corresponding training program. Council also directed staff to prepare an amendment to Fire Protection and Life Safety Bylaw No. 1333, 2017 to reflect the declared level of service.
  • Council approved Zoning Application Z19-10 and gave first and second readings to Zoning Amendment Bylaw No. 1085.126, 2019. If adopted this amendment would allow for a site specific retail cannabis store to be located at 9150 Main Street (Lakeview Plaza). Council also set a Public Hearing for December 16, 2019 at 4:00 PM in Council Chambers.

Business

  • Council resolved to opt out of leading a public consultation process and delegated Gina MacKay, Director of Planning and Development, to provide comments to the Liquor Control and Licensing Branch, should they request assistance, in regard to Tumbleweed Spirit’s proposed lounge licence. The proposed lounge would be located within the existing Tumbleweed Distillery located at 6001 Lakeshore Drive, with a maximum capacity of 30 patrons for the combined facility.
  • Council supported the Town’s application to the Community Emergency Preparedness Fund for Composite & Volunteer Fire Department Equipment and Training in the amount of $25,000.00.
  • Council supported the Town’s application to the UBCM 2020 Community Resiliency Investment Program in the amount of $36,000.00 to fund two public education information sessions and wildfire preparedness activities, including bylaw recommendations and establishing a Development Permit for Wildfire Hazards within areas of municipal boundaries.
  • Council supported the RDOS in a Joint Grant Application in the amount of $25,000.00 to the UBCM Indigenous Cultural Safety & Cultural Humility Training Program.

  • Councillor Bennett attended the Municipal Insurance Association Board Meeting and Orientation.
  • Councillors Bennett and Harvey attended the East Osoyoos Christmas Market.
  • Councillor Harvey attended the Regional Library board meeting.
  • Councillors Harvey and King attended the Accessibility and Age-Friendly workshop.
  • Councillor Rhodes attended the RDOS Budget meeting.
  • Councillor King attended the Desert Valley Hospice Society fundraiser.
  • Councillor King attended the Dog Park Committee meeting.
  • Mayor McKortoff and Councillors Harvey, Rhodes, and King attended the Christmas Light Up and thanked the volunteers for putting the event on.
  • Mayor McKortoff attended the Official Community Plan Review meetings.
  • Mayor McKortoff attended the Fire Department recognition event. Five long-standing members of the department retired this year: Ross Driver (47 years), Bill Roque (45 years), Jim Liebel (26 years), Dan Scott (26 years), and Blake Ogilvy (22 years). Long-time member Garth Kunz (54 years of service) passed away this year.
  • Mayor McKortoff encouraged everyone to partake in the Christmas festivities happening in the Town.

The public is encouraged to attend the Committee of the Whole meetings which take place in Council Chambers at 9:00 am on the morning of the Regular Open Council meetings at 2:00 pm to learn additional in-depth information regarding upcoming business.
